Western New York serves as a primary clinical proving ground for NLC’s community hub model. NLC manages grant allocations that equip local Buffalo-area churches, community centers, and school sites, supported by clinical master oversight from specialized operators based in Depew, NY.

Funding Priorities for 716 Grantmakers

1. Underwrite a WNY Community Literacy Hub:
   Grant funds directly cover fixed asset instructional kits, diagnostic assessments, teacher multi-sensory certifications, and direct operational delivery for a cohort of local 716 students.

2. Flexible Funding & Community Cost-Sharing:
   While NLC strongly encourages local host sites to provide a financial match where feasible to extend grant impact, we fully support high-need community sites that lack match resources—ensuring capital goes directly where the need is greatest.

3. WNY Public School Teacher Advancement:
   Sponsor multi-sensory structured literacy certifications for Western New York public school teachers, creating a permanent workforce of reading interventionists inside local schools[cite: 2]. 

• Geographic Capital Lock: 100% of grant funds awarded for Western New York remain locked to 716 community sites and local students.

• Transparent Outcomes: Foundations receive quarterly progress reports tracking student phonemic awareness, decoding accuracy, and reading growth.
